Guide to Advancement

How Scouts progress, and how leaders administer it.

Advancement and Recognition

Advancement in each Scouting program is designed to be age-appropriate for the youth eligible to participate in it. Ranks form the foundation for the experiences; they are established and authorized by the National Executive Board of the Boy Scouts of America and described in the various member handbooks. The advancement program is administered by a combination of adult and youth leaders, with young people taking more responsibility as the members progress. The role of parents also differs with member age and ability, but parents are encouraged to be engaged at all levels.

Same caution as the Guide to Safe Scouting. The Guide to Advancement is revised annually and the 2025 edition supersedes all previous ones, so link to the live national page rather than hosting a copy on the hub.

THE GUIDE TO ADVANCEMENT

The current edition is the official source for administering advancement across Cub Scouting, Scouts BSA, Venturing, and Sea Scouts.

MERIT BADGE COUNSELORS

The Sioux Council Advancement Committee has updated the Merit Badge Counselor Summary Sheet that volunteers use to apply to be a merit badge counselor. The main change is that we are requiring the Troop Committee Chair to also sign the form so that the District and Council knows the Troop approves that individual to do the merit badge with their Scouts. For those that sign up to teach at District and Council events ONLY the Event Chair acts as the Committee Chair. You will also notice on page 2 clarification on our approval process.

Please remember, if you are a new Merit Badge Counselor, you must complete an online application with the information form. If you are already a registered Merit Badge Counselor and wish to counsel more badges, complete the information form only.
